It's funny, my company has nearly been kebabbed by two aircraft from US majors in seperate incidents. Both times the US aircraft failed to follow the RA, and in one case the parent company behaved in a less than honerable fashion by 'losing' FDR data and not cooperating with the investigation.
It happens all over the world, and it needs to stop. I agree with a previous poster, pull the licence of any crew that fails to respond to an RA. But that would require the cooperation of the parent authority, which might be hard to get.
