I once tried to get in but security declined my invitation.
You can't just walk around the Burj unless you buy a visitors pass, are having a meal, attending a function or are a guest. To be honest you wouldn't want to, its just another display of brash, wasteful middle east opulence.
As for helicopter noise I doubt you would hear very much from inside the hotel.
