The airport transfer by helicopter can be purchased as part of a package when you book a room in that hotel. I guess the helicopter noise isn't appreciated by the guests so you would imagine they operate the pad under strict circumstances.
I hear there is a nice bar up there with a view of the pad. I once tried to get in but security declined my invitation.
