The EPL doesn't exist as far as the FAA is concerned because their prerequisite for issuing a license is ' be able to read , write and understand the english language ' . They just endorse your com or ATP with the words ' english proficient' to satisfy the ICAO rules .
The only people who MIGHT be able to provide an EPL in the US are the schools doing a joint EASA/FAA pilot training program .

ps: there's one website claiming they can do it online for certain civil aviation authorities in Europe .
ICAO Language Proficiency Test Online - by Aviation eLearning . I would confirm that with your country of issue's CAA though , before paying 150 Euros .
