As I understand 'under speed control' means you are confident you are definitely going to stop before the end of the runway regardless of what happens. There may have been a ring road in the overshoot with traffic lights the controller wanted to change back to green. Although the most common reason someone would ask this in my experience is to change barrier settings at military airfields equipped with a barrier as a stopping aid.
