The problem was that having over fuelled the aircraft it took them 5 hours to sort out the problem when it was an easy choice. Either fly around empty for 90 minutes to burn fuel and then depart with everyone onboard and a 2 hour delay. Bump off 35 pax and fly direct to Madeira with a 1 hour delay. Or bump off all the bags and take a 1 hour delay with all the bags to follow 24 hours later. They did the worst of all decisions and departed -35 pax but took so long the captain would only fly to Portugal as he was out of hours.
