Had a fairly quick read through that and I get the feeling that it is maybe not a scam but surely a pretty terrible deal. $14,000 up front (possibly 25% more as this doesn't state if it's for overseas or residents) which is a pretty big gamble to pay that much up front. Next you don't get paid for the first 4 months or so.
It's not the best worded terms, it states a guaranteed 70 hours per month but goes on to detail what happens if you fly more than the minimum 60-80. It also mentioned getting paid $1600 per hour (giving the F/O who had to pay for the type rating an approximate $1.35m USD salary) which is obviously a mis wording of sorts.
These are just my thoughts on it.
