Yeah it is but completely pointless since it wont be under EASA.
What? - there are 4 EASA approved schools in the USA (and shortly more will be approved as EASA has been conducting initial inspections in the USA recently) and one in Australia.

If you choose one of those you won't have any problems and yes it is substantially cheaper and quicker normally (due to the better weather)
