Despite all the best intentions, improving the attitudes that underpin decision making in African aviation is the greatest challenge.
Even the IOSA agreement will be meaningless if the operators, regulators and key people within those organisations continue to take the view that shortcuts and expedience are acceptable set of options "because this is Africa".
It is the unacceptable accident rate that is the special case, not the continent where those accidents take place, and that is something that is still being ignored by the people entrusted to make the changes.
