Having worked for a 'wetlease company', usually referred to as an ACMI supplier (Aircraft Crew Maintenance Insurance), it is my belief that the main reasons that airlines use ACMI are that they do not have the necessary legal approvals to fly either the route or the type of cargo. Some of the ACMI contracts are simply to test a market/route.
