It seems a bit silly that someone who already has an fATPL would get so far in such a process. To the best of my knowledge, even if the airline wanted to - the fATPL pilot wouldn't be legally allowed to re-take all the tests starting from scratch.
Perhaps we haven't heard the whole story here, but clearly the fATPL guys should be going down the DEFO route only.
