I don't have an ATPL Frozen so it doesn't directly touch me, and I actually red so well the description which you have posted above, that I was even more confused when rated applicants have been accepted during the application screening instead of being just rejected. When a recruitment team accepts applications where inside of it has been clearly stated that he/she is already a holder of an ATPL Frozen, in my world that means you suits to them and obviously he/she is going to catch the opportunity. Just my point of view.
