It's not about who is qualified to carry out the task but who is authorised to.
You need an engineer who is qualified on puddle jumpers and can be authorised to carry out the task for you by your maintenance authority, if you can't do it yourselves.
Try the guys at ghanair, they have a nice facility in Accra. They may be able to help.
There are a few Cessnas kicking about Ghana. 1or 2 look newish, but they are local reg...so the engineers will be gcaa licenced, but may have easa licence as well.
There are a few expats about but mostly big stuff or rotary.
Sorry I can't help further but me and my easa/ gcaa licences have left the country.
