I don't think anybody is suggesting that you drop below the MDA on a CDA. Some authorities (including my own) have allowed CDAs to be flown with a "Derived Decision Altitude" of MDA+50. Provided you commence the GA
at the DDA, it is considered that your obligations with regard to MDA are met.
