I think although I am not entirely sure that you are comparing a country of 25 million with a country of 1.3 billion. If that be the case then your lot (the 25 million) has it easy. Considering the 1.3 billion people the government of the People Republic of China has to control and feed I'd say they are doing a pretty good job. Include your ATC in that.
