Some schools will do this and some will not. I worked at a school in Spain that specifically didn't want "tourists" to come and just do an hour flight.
The only refusal I've had was in Hong Kong, which I think was for military/political reasons rather than economic reasons.

I've had a tourist "lesson" in Australia, Canada, Jamaica, Slovenia, New Zealand.

I always get the instructor to sign my log book as it then counts for club currency when I'm hiring back in the UK after the holiday!
