Helipark HPC450 previously known as a WM50 and is a German ultralight helicopter.
There are some confusing parts to this story because the HPC450 is subject to a
trade agreement between Germany and China so the guess is that a private buyer was trying to bring one to China but which is not to do with the trade agreement.
