The difference between the Qatar and the City State South of HK schemes compared to CX is that once you finish training you go straight to a RHS position on full FO pay once released to line. I'm pretty sure the Qatar guys get full expat benefits also.
CX cant possibly make you pay 100K to sit on the jump seat for 4-5 years and expect to get many quality applicants. They will get takers but of what calibre? How absolutely desperate would they be to take the deal? The only reason they get local applicants now is because you don't have to pay up front.
You certainly wont get any foreigners who already have a licence and 250 hours to pay again for a job surely?
