As I said a long time ago I was told that the HMR&C were investigating his companies tax position and had gained access to his computers and found a lot more than a bit of creative VAT accounting.
My guess is that the HMR&C then put the whole thing in the hands of the police and knowing that they would not be in a position to get any of the VAT money back dropped any action as it was not in the public interest to continue.
