Unlike Melilla and Ceuta which are not covered by any treaty
AFAIK and the residents of which would rather not be Spanish!
I know that Ceuta was gifted by the Portugese under the Treaty of Lisbon in 1668 - the question being, was it their's to give away in the first place!
