Cleared Approach!

This is a question for Europe based people.

So on RV, intercept heading for an ILS. Plattform alt is 4000' and I am flying at 5000'.

Atc says "Cleared Approach".

I understand ICAO rules states I can (should?) then descend to the plattform altitude and intercept GS at 4000' when locked on the LOC.

Unless ATC cleared me to intercept GS from 5000'.

So when you guys clear an aircraft for approach, knowing its above plattform altitude- what do you expect to see/ hear???

Differences between UK/ France/ Italy/ etc
