Production test pilots do not have to be TPS grads, most, maybe all, aren't. The BFTC guys have a number, maybe a majority, of TPS grads. Not a surprise, that makes it difficult for Canadians unless they were sponsored by the Forces, as several in my acquaintance were. The BFTC pilots are based in the US, or were until the C-series program when it moved to CYMX. As to "nobody watching" that's also incorrect, any American working there has to have a work permit, verify that it is necessary for an American to fill the position because no Canadians are available, just as Bombardier has to do in the US.

The majority of Bombardier pilots are Canadians, so you might drop the chip off your shoulder, get the quals and apply.

The TPS programs, except for the civilian one in California, are all military and usually not open to civilian companies.
