There is no such thing as "declaring a PAN".

A PAN call is just an urgent message concerning safety.

E.g.:
"PAN PAN PAN fligtxxx, we just saw a forrest fire erupt 7 nm south of yyy"

It will mean absolutely nothing concerning your priority with ATC.
