If its a RF, what Training Manual?
Your original post referred to FCL.025 and ATOs. Until April 2015 RFs may continue unapproved as they did under JAR-FCL, so they do not have to make any recommendation. When and if they become an ATO they will have to produce a Training Manual with the relevant details.
