Two diversions to Mildura and
VB allegedly very low on fuel landing below minima suggest that There might be a safety issue here regarding fuel policy and a rather abrupt (unforecast?) change of TAF to fog.
I note the Pel Air incident had the same ingredients - a rapidly changing forecast and fuel policy matter.
