Hi,
You can have it two ways:
1) FAA license based on your foreign license. Disadvantage: if you lose your JAR license or JAR medical your FAA license automatically becomes invalid also.
2) Get yourself a stand alone FAA license. Advantage: if you lose your JAR license or JAR medical you still can fly on your stand alone FAA certificate.
Disadvantage: you will have to study somewhat.
Call a FAA FSDO (speak out: fisdo) an ask for a pilots inspector. Present your case over there and you will be answered quickly, in most cases (99,9%)immediately. If you need training in europe or US or need further advise you may contact me.
