SS - You have to remember that for any courses of this type to be valid, every exercise should be conducted using exactly the same route/waypoint/task/photo target etc. If not, the students might complain they haven't been treated equally, and therefore claim some sort of redress, if they fail the course

Given the modern attitude to risk-management, equality, diversity etc; the risk-averse nature of so many large organisations; the lack of delegation to trainer level to be allowed to judge whether a student is no good, whatever the weather/route/task set; the need to evidence every twist & turn of the training as a result; and an almost pathological fear of litigation from any angle & for any reason, it should be no surprise that you'll see so many "same way/same day" flights, so that the organisation can be seen to have covered any & every small chink in it's very expensive armour!

You're quite right of course, that it might be more of a deterrent to the (otherwise unaware) potential miscreant, if they used a typical burglar's playground or H.A, rather than a sleepy hollow - although the latter might be grateful for some theoretical oversight, even though "it be toothless"
