A pal of mine in the RN at Culdrose tells me it is just as bad .... At a recent wings parade the youngest expedient was 29. Additionally, a Merlin student pilot recently PVR'd only to be told he had a 5 year return of service - his response was that he only had 2 yrs left on his commission.
