At the risk of stating the obvious, methinks the
circle to land unless in receipt of landing clearance (light or voice via navaid) instruction is to give a chance to abserve runway to ensure it is clear/safe to land?
Like RENURPP, I've got no idea what the
OUTER THR OMNI-DIRECTIONAL LGT is ..... must look that one up ..... can't believe it's never been used as a line check/IRT question.
