this sentence clearly lays out the days of RADIO OPERATION
and this sentence

clearly states that PP is not required .
The term "Operating hours" could be taken ambiguously, but i'd expect the reference to be "Radio hours" in that case.
So, What about Non-operating hours? I presume the airfield is officially closed ?
