Risk of In-flight Incapacitation v Flight Time

I have tried to obtain a response by email from the Belgrano with no success. Surprise surprise!

Can anyone here offer a definition of :
"The risk of in-flight incapacitation must be no greater than 1% per annum"

The implication here is that the risk of in-flight incapacitation can be managed by limiting flight time. Would this be a correct assumption?
