Whilst you do not need a pilot licence to taxi an aircraft, you do need a radio licence if you operate the radio! A student pilot is exempt under article 51, but, if there is no intent to fly, you cannot claim that you are being trained as a member of the flight crew and you must comply with the terms of the aircraft radio licence,
