'Observer' is the name of one of the two aircrew that operate an aircraft. It's closer to Pilot than ATC.
Observer is the name given to a 'navigator' in Royal Navy parlance. Nothing to do with piloting. (100kgs of wasted fuel if you ask some, arse saving crewmember if you ask me!)
