Engineers, without pilot's licences, regularly taxi aircraft around airfields to run-up areas in order to conduct engine ground runs. A pilot's licence is required to fly an aircraft but not to taxi the aircraft.

There may be an insurance requirement on what training the engineer must have undertaken to ensure that he/she is competent, but there is no licencing requirement.
