Question Taxiing an aircraft solo with a 'passenger', without your PPL?

Hi there,

I've got a question regarding taxiing an aircraft without a PPL License...

If somebody doesn't have their PPL, but they're a student, and they have been cleared permission to taxi the aircraft on their own, and fuel up on their own by the flying club, are they legally allowed to taxi the aircraft with another person in the aircraft who does NOT have any aviation knowledge, but is your family member? (just as an example)

So basically, is there any aviation law about taxiing an aircraft with a 'passenger' but NOT getting airborne... ?
