The name “Investigations Manual” is apt to confuse. It’s not about ‘looking into’ aviation stuff generally. It’s about very specific kinds of investigations, by very specific people, for very specific purposes. It’s almost certain that the circumstances of the ditching of NGA did
not require an investigation of that kind, by those people for those purposes.
