Violations are normally reported to the aviation authority of the country in which the aircraft is registered. There are some 3rd world countries where this would be an absolute waste of time as the relevant people have already been paid off to turn a blind eye. If your case is in one of those countries I would suggest you resign and go elsewhere. This may sound callous but I was in the business for over 40 years and have seen the same situations that you refer to in several countries - the corruption can be so endemic that any attempt to rectify things is an impossibility and can be harmful to those that blow the whistle.
