The probability of a crash or fire is so low in the first place that a parachute is unnecessary. Flying is much safer than driving.
Now, if you are flying aerobatic aircraft, formation flying, or military missions or similar, you are putting yourself in a higher risk environment and a parachute may be necessary due to various reasons... but generally speaking you won't need a parachute for most types of flying. Besides, if you are flying a passenger jet, there are liability issues if you abandon your plane in an emergency and you left all the passengers onboard to fend for themselves.
If you want to go skydiving, then just go skydiving.
