I think the clue may be in the phrase "if Ryanair spent money..." I would hazard a guess that Ryanair did not spend money (it's a safe general assumption
) but did a commission-based deal with a third-party developer, so the developer takes the risk of the app selling or not, and Ryanair has no downside, only upside.
