Maximum substantiated pressure-altitude

Hi to all,
in the AS350B3 Flight manual,
2.1 OPERATING LIMITATION,
7 APPROVED FLIGHT ENVELOPE
7.1 ALTITUDE

you can find: Maximum substantiated pressure-altitude: 23000 ft (7010 m).
what does substantiated pressure-altitude mean?
I can't find any definition for this term, any help?
