The current notam does not say "they can't accept any ad-hoc movements during those times". It merely says that they want to know in advance when movements will happen. There has been no change in the duties done be RFFS, no change in the RFFS category and no failure to provide the declared category.
For the record Coventry has accepted in the late evening/early morning at least three flights re-routed from Birmingham (due to night closure) and at least one diversion from East Midlands in the last two or three weeks.
