The "obviously short of RFFS staff" was referring to the current notam, where they can't accept any ad-hoc movements during those times because they are too busy doing security for the two flights that are already scheduled.
Maybe "short of RFFS staff" the wrong phrase.
How about "Can't afford to employ security staff due to lack of worthwhile movements,so have to use firemen to do it"?
