I read it that the airport will be open but as the RFFS staff will also be conducting aircraft loading, they won't be able to cope with any movements over and above the planned arrivals and departures. You therefore need PPR for any additional movements so that the airport can staff up accordingly, rather than just turning up and expecting full RFFS to be available for your movement?
