Would it not depend on each individual airlines Ops Manual requirements? Unless there was any local rule mandated by the Hong Kong CAA that would override this. Also in "special" airports with pecularities for things like terrain you often find that there are exemptions from the normal stabilised criteria. In order to get exemptions the airlines governing CAA may well insist on check outs being undertaken either in the aircraft or sim. Often only certain pilots can fly the approach eg: no newbies from either seat.

In our airline 300ft to be stabilised and wings level on a visual approach.
