Same for both airports..
Runway's, taxiways and the apron (including PAX paths) = Airport Ops / Fire
Ground equipment + aircraft de-icing = Handling Agent.. insurance reasons stop the handling agent from clearing paths in most airports.. as they can be liable if someone gets hurt..
