An ATCO has always been exempt both written and practical tests for the issue of a FRTOL subject to meeting the requirements of the Exemption Certificate SRG 1162

There was however no exemption under JAR for the PPL Comms exam so it effectively had to be taken for that licence but not the FRTOL. CAP804 is at variance with LASORS and has missed out the Practical Test exemption. LASORS stated:
Holders of a valid UK ATCO licence are credited
with the practical Communications test and
theoretical written examination.
Applications
should be accompanied by form SRG\1162 which
can be downloaded from the SRG web site: http://
www.caa.co.uk/publicationdetails.asp?id=547.
Reading SRG1162 the Exemption Certificate, it refers only to LASORs not CAP804 so go for the complete exemption.

Yet another error in 804 is revealed!
