3 hours? That is between the two aircraft. So they have increased utility since I last checked.

I don't know which business plan is in effect but things seem to be progressing at a snails pace!
I would be very concerned about the cash burn rate at present. From all indications, it is significantly higher than the business plan envisaged, primarily due to the huge numbers of expatriate Chinese management in the organisation. To add to this, revenue is a tiny fraction of what was forecast, due to the flying assets sitting on the ground more than doing any work.

what is keeping them from expanding into other West African markets?
Quite probably, a geography lesson and a map translated into Chinese. The lack of understanding of even the basics of the region by some of the Chinese managers is staggering.
