I think it's just the Army's way of staking a claim to a base knowing the RAF won't want it back once the runway is ruined. What really makes me laugh about this long running habit is that if they left the runway operational (costs permitting) they could have transports flying in and out of their home base. The phrase 'cutting one's nose off to spite one's face' springs to mind!
