There is only 2 radar coverage areas; Delhi and Mumbai, position reporting for everwhere else. The ATC that you are talking to is moving little wooden planes around on a wooden table (vintage WW2)
Must have been since WWII last time you've flown in India. Radar all the what from VOMM to VIDP. No issues.

Silly piLot you really need to get out there... The majority of South America, anf Africa if your beef is about lack of radar coverage. R/T? Try France and Spain with their bi-lingual communications in TMAs in crappy weather.
