My guess is that the CAA and the FAA were in a meeting and it went something like this:
I'll give you an IR for an IMC rating.
Only if you'll give us a non JAA CPL for a JAA CPL.
No, we'll only give you a 10 hour credit.
In that case you don't get any recognition for a non JAA IR.
Or something along those lines.
